Solar Power Plant Installation at Mala Vyska Hospital

A 100 kW solar power plant will soon be installed at the municipal hospital in Mala Vyska, Kirovohrad Oblast, ensuring stable energy supply during crises — without requiring any public funding. This project is made possible through the support of the United Nations Development Programme (UNDP) and a private ESCO investor. It serves as a model for other Ukrainian municipalities in adopting decentralized energy solutions.

Amid ongoing attacks on Ukraine’s energy infrastructure — which have caused over $10 billion in damage and left more than 12 million people without reliable electricity — hospitals and their patients are among the most severely impacted. In response, with the assistance of the GEF/UNDP project, the Mala Vyska hospital completed a competitive procurement process via the Prozorro system and signed an ESCO agreement for the installation of the solar power plant.

Through this energy service model, the hospital will benefit from a fully installed and professionally managed solar energy system for the next 12 years, with no upfront costs. The plant is expected to generate up to 20% of the hospital’s electricity from renewable sources and offset over 100,000 kWh of traditional energy consumption annually.

Importantly, the installation is entirely funded by the ESCO investor, with investment recovery based solely on the hospital’s savings from reduced electricity bills.

The ESCO company is currently finalizing the design and procuring the necessary equipment. Commissioning of the solar power plant is scheduled for 2025.

UNDP continues to support healthcare facilities in strengthening their energy resilience and aims to showcase successful examples of decentralized, sustainable power generation across Ukraine.
